On 18 May 2020, the National Academy of Sciences of Belarus and the Academy of Sciences of Guangdong Province (China) signed a framework agreement on the establishment of the "China-Belarus Innovation Center for Industrial Technologies" LLC. The document was signed at an online ceremony by Vladimir Gusakov, Chairman of the Presidium of NAS of Belarus, and Liao Bin, President of the Academy of Sciences of Guangdong Province. Also present at the signing of the document were the head of the administration of the Chinese-Belarusian industrial Park "Great stone" Alexander Yaroshenko and Director of the Department for science, education and culture of the Chinese Embassy in Belarus Zhang Jishan.
According to the document, in order to deepen close and friendly scientific and technical cooperation within the framework of the initiative "One Belt, One Way", the parties agreed that their subordinate organizations would establish a joint venture - limited liability company "China-Belarus Innovation Center for Industrial Technologies". It is planned to create the Center in the newly built building of the Innovation Center in the Chinese-Belarusian Industrial Park "Great Stone". The Centre will select and verify projects of cooperation in the field of scientific research achieved between the Academy of Sciences of Guangdong Province and the National Academy of Sciences of Belarus, conduct in-depth research and development in the field of science and technology, and transfer scientific and technical achievements in accordance with the procedure established by the legislation of the Republic of Belarus. As part of the Centre's activities, Belarusian and Chinese scientists plan to jointly carry out research and development work, act as an incubator for scientific and technical projects, and provide consulting services on a commercial basis. The parties are convinced that the establishment of the Centre will enable them to carry out systematic scientific and technical cooperation and the exchange of scientific and technical achievements for their subsequent modification and transfer.
Researchers of the National Academy of Sciences of Belarus and Guangdong Province have longstanding scientific ties. About 40 agreements and protocols (memorandums) on cooperation with organizations and state structures of Guangdong province have been signed. Two joint centres have been established. Thus, in 2019 the Belarusian-Chinese scientific-practical centre of computational semantics, artificial intellectual systems and smart technologies "Wu Sin" was established on the basis of the State Institution "Center for System Analysis and Strategic Research of NAS of Belarus" and Guangzhou Educational and Scientific-Technical Company "Wu Sin" LLC. Also in 2019, the Memorandum on Scientific and Technical Cooperation on the establishment of the Guangzhou Innovation Centre of NASB was signed between the People's Government of Guangzhou District, NASB and the Guangdong Union on International Scientific and Technical Cooperation with CIS countries.
