Academician Oleg A. Strelchenok passed away
Academician Oleg A. Strelchenok, a noted chemist, Winner of the BSSR State Prize, Director of the Institute of Bioorganic Chemistry of the National Academy of Sciences of Belarus in 1988-2000, Academician of the National Academy of Sciences of Belarus, Doctor of Chemical Sciences, passed away on March 5, 2010. He was 62 years old.

The International Forum "Innovative development through the market of intellectual property" will be held at the International University in Moscow on April 23, 2010. The Forum will be held in the Year of Science and Innovations in the CIS as part of International Days of the Intellectual Property under the aegis of the UN, and will be its main event in the field of intellectual property for Russia and other states of the CIS. The participants of Forum are heads of Chambers, Committees and Commissions of Chambers of Russian Parliament, ministries and departments of Russian Federation and other countries, state bodies of Russian Federation subjects, representatives of bodies of the CIS, international organizations, WIPO, UNESCO, EurAsEC, Union State of Belarus and Russia, heads of national unions of producers, industrialists and entrepreneurs, heads and representatives of national academies of science, scientific and educational communities, corporations, enterprises, innovative companies and foundations, science and technology parks and special economic zones, intellectual property organizations from more than 20 states. A contest for the Award of the Government of the Republic of Belarus for quality achievements in 2010 announced
Как сообщает сайт Государственного комитета по стандартизации Республики Беларусь, объявлен очередной ежегодный конкурс на соискание Премии Правительства Республики Беларусь за достижения в области качества. Главными критериями участия в конкурсе, который проводится в рамках Государственной программы "Качество" и в Год качества объявляется в двенадцатый раз, являются достижение значительных результатов в области обеспечения качества производимой продукции, выполняемых работ или оказываемых услуг, повышение их конкурентоспособности, использование высокоэффективных методов управления качеством, внедрение международных стандартов, удовлетворение запросов потребителей. Претендовать на соискание премии могут юридические лица независимо от форм собственности, премия присуждается организациям в зависимости от численности работающих и направлений деятельности. Заявки и материалы для участия в конкурсе представляются до 1 июня 2010 г. в секретариат конкурсной комиссии, сформированный при Госстандарте. Подробная информация о конкурсе размещена здесь.

On this day in 1946, Council of People's Commissars of the USSR adopted a decision on raising the salaries of sciencists and improving their material and everyday living conditions
On March 6, 1946, the Council of People's Commissars of the USSR adopted a Decision No. 514 "On raising the salaries of sciencists and improving their material and everyday living conditions". According to the Decision, for workers who hold an scientific degree and title, were set the following salaries: junior researcher, who has a PhD degree in sciences, received 1.75 thousand rubles, a senior researcher with PhD degree - 2.5 thousand rubles, Doctor of Science - 3.5 thousand rubles, heads of departments, sectors, laboratories - 4.5 thousand rubles. Engineer's salary at the plant was at the time 1.0-1.2 thousand rubles. As a result of decisions taken by the USSR government, scientists entered into the number of most privileged professional groups of the Soviet society.

He was 97 years old.

Changes made in the composition of the Presidium of the National Academy of Sciences of Belarus
By the Decree of the President of the Republic of Belarus No.119 of March 1, 2010, some personnel changes made in the composition of the Presidium of the National Academy of Sciences of Belarus previously approved by the Decree of the President of the Republic of Belarus No.456 of August 19, 2002. To the Presidium of the National Academy of Sciences of Belarus are included Igor V. Voitov, Chairman of the State Committee on Science and Technology, Pyotr P. Kazakevich, Head of Sector of Strategy for Agriculture Development of the Administration of the President of the Republic of Belarus, Aleksandr M. Radevich, Minister of Industry. Nikolai I. Azamatov, Vladimir E. Matyushkov Anatolii M. Rusetsky are excluded from the Presidium's composition.

A meeting of the working group preparing the draft Law of the Republic of Belarus "On amending some laws of the Republic of Belarus on the management of research, scientific-technical and innovative activities" took place
Как сообщает сайт Палаты представителей Национального собрания Республики Беларусь, вчера в Постоянной комиссии Палаты представителей по образованию, культуре, науке и научно-техническому прогрессу состоялось заседание рабочей группы по доработке ко второму чтению проекта Закона Республики Беларусь "О внесении изменений и дополнений в некоторые законы Республики Беларусь по вопросам регулирования научной, научно-технической и инновационной деятельности". В заседании, которое вел заместитель председателя комиссии академик Казак Н.С., приняли участие представители Национального центра законодательства и правовых исследований Республики Беларусь, Национальной академии наук Беларуси, работники секретариатов Палаты представителей и Совета Республики Национального собрания Республики Беларусь. Были обсуждены предложения и замечания Администрации Президента Республики Беларусь и Совета Республики, касающиеся внесения изменений в законы Республики Беларусь "О племенном деле в животноводстве" и "О семенах", а также вопросы финансирования научной, научно-технической и инновационной деятельности в Республике Беларусь. Работа над законопроектом будет продолжена.

The reference manual "Legal Protection of Computer Software and Databases" published
На сайте Республиканского центра трансфера технологий (РЦТТ) опубликовано пособие "Правовая охрана компьютерных программ и баз данных", подготовленное в рамках проекта международной технической помощи Правительства Республики Беларусь, Программы развития ООН (ПРООН) и Организации Объединенных Наций по промышленному развитию (ЮНИДО). В пособии рассмотрены возможные способы охраны прав и защиты законных интересов разработчиков компьютерных программ и создателей баз данных, даны практические рекомендации для резидентов Республики Беларусь по обеспечению эффективной правовой охраны компьютерных программ и баз данных в рамках действующего законодательства как на территории Республики Беларусь, так и за рубежом, рассмотрены различные методы определения стоимости компьютерных программ и баз данных в соответствии с белорусским законодательством, положениями международных документов и практикой оценки. Пособие может быть полезно специалистам в области трансфера технологий, патентным поверенным, программистам, руководителям инновационных компаний, технопарков, центров коммерциализации и их специалистам, занимающимся вопросами правовой охраны компьютерных программ и баз данных. A plan of measures approved to implement recommendations made by the Presidium of the National Academy of Sciences of Belarus and its Bureau during the attestation of scientific organizations
Постановлением Бюро Президиума НАН Беларуси от 4 февраля 2010 г. №45 подведены итоги аттестации академических научных организаций, проведенной в течение июля-декабря 2009 года. В постановлении отмечено, что аттестация научных организаций проведена в условиях широкой гласности, высокой требовательности и объективности, предусмотренные ею цели в основном достигнуты, а принятые по результатам аттестации решения Президиума НАН Беларуси и его Бюро являются мобилизующими. Аттестация позволила определить возможности для более эффективного использования научно-технического потенциала Академии наук, создать условия для активизации научной, научно-технической и инновационной деятельности, решения актуальных социально-экономических и культурных проблем, оценить вклад научных организаций в развитие фундаментальных и прикладных научных исследований, их деятельность по внедрению результатов научных исследований и разработок, подготовке научных работников высшей квалификации, принять решения, касающиеся укрепления руководства организаций, а также действенные меры по дальнейшей оптимизации структуры и численности организаций. Принципиальная позиция членов межведомственных аттестационных комиссий и критический подход к оценке аттестационных материалов на заседаниях Президиума НАН Беларуси и его Бюро обеспечили объективность конечных выводов. Этим же постановлением Бюро Президиума утвержден План мероприятий по выполнению отделениями и организациями Национальной академии наук Беларуси рекомендаций, данных Президиумом Национальной академии наук Беларуси и его Бюро при аттестации научных организаций, включающий более 70 мероприятий, рассчитанных на 2010-2011 годы.

О современных генетических методах в селекции расскажет директор Института генетики и цитологии НАН Беларуси, член-корреспондент А.В.Кильчевский и о требованиях законодательства Республики Беларусь к безопасности работ, связанных с созданием и использованием сортов трансгенных растений, - руководитель Национального координационного центра по биобезопасности, доктор биологических наук А.П.Ермишин.
