Law adoption procedure. pp. 25--31

Summary: Problems concerning legislative process are coming to the fore. The completing phase of legislative procedure is examined, with emphasis on the period between passing the law by the Parliament and the moment of its signing by the President. Presidential law endorsement is a difficult process of finding a compromise and agreement between the Parliament and Head of the state. Reasons of delaying veto used by the President to laws passed by the Parliament are shown. Mechanisms of solving presidential-parliamentary disputes are described. It is admitted that Regulations of National Assembly cannot lift the whole complex of problems related to law endorsement by the President. There are also proposals concerning further development of legislative procedure and general statements on the order of law adoption, reasons of law suspension by the President, criteria of law quality. It is assumed to regulate all these statements at the legislative level. The hecessity of further improving Regulations of National Assembly is substantiated.

Labour relations in international private law. pp. 32--36

Summary: The article is devoted to the problem of correlation between Private International Law and some aspects of national legislation. The author analyses a number of theoretical concepts and legislative acts of Belarus Republic in this field to define the place of labour relations in the Private International Law. The basic criterid of delimitatieng Private International and Labour International Law are defined as the subject and method of legal regulation. Special attention is given to conflicts of law and conflicts of jurisdiction in the field of international labour relations. The author supports the idea to analyze influence of labour law on Private International Law in order to remove some flaws in Belarusian legislation regulating international labour relations.

Water use as a legal notion. pp. 37--41

Summary: Legal definition of water use is formulated on the basis of natural, managerial, environmental, economic and legislative aspects of water source consumption. Water use classification schemes reflected in Aquatic-ameliorative code of Belarus Republic in 1928 and modified by 1972 and 1998 National Aquatic codes are analyzed from theoretical and applied viewpoints. Criteria distinguishing between water use and water consumption are substantiated and are proposed.

Correlation forms of foreign economic and regional policy. pp. 46--51

Summary: Close correlation of international economic relations and regional economy has been demonstrated. Necessity of concerted elaboration and implementation of foreign trade and regional components of state economic policy was substantiated and the respective correlation forms have been defined. Taking into account EEC experience, priority trends of regional and subregional international policy in the former Soviet Union area were identified. Alternative correlation forms of subsystems of national economic policy in Belarus, regional export programs and territorial aspects of investment strategy were analyzed.

Governmental policy in the Second Rzech Pospolita to national minority press in 1921--1926. pp. 56--61

Summary: So far data are relatively scarce in local historical investigations on the period between World Wars when Belarus was incorporated into Poland (Second Rzech Pospolita). The author attempted to shed a fresh light on the problem widely using reports of Polish researchers. Analysis of legislation, press policy of the ruling circles is presented and the impact of governmental control over Belarusian mass media is traced chronologically.

Sponsorship in Grand Duchy of Lithuania. pp. 62--66

Summary: The article deals with problems of sponsorship as a social-cultural phenomenon in Grand Duchy of Lithuania over the period of 16--17 centuries. Theoretical aspects of sponsorship have been discussed, attempt to classify it into several trends has been tried and reasons for this noble activity have been motivated.

The role of Belarus provincial and local authorities in philanthropic actions. pp. 67--72

Summary: This article arises the problems of charity development in Belarus (the end of the XIX -- XX c.). The author makes detail analysis of state and public charity organizations in Minsk and regions. The activity of the administration and officials is emphasized in the article. Comparative analysis of the relations between officials and different private charity societies is given in case of the general political situation.

Major tendencies and specific characteristics of ethnodemographic processes in urban Belarus. pp. 73--78

Summary: On the basis of current statistics and census results, tendencies and specific features of ethnodemographic processes have been found out. The influence of various factors on changes of demographic situation in Belarusian towns has been determined. Transformations of sex-age structure, population growth and migratory movement of Belarusian urban population have been shown. Its ethnic differentiation has been analyzed.

Summary: This article originally describes basic types of princes ceremonious costume of X--XIII c. in Belarus. Due to broad external relations a specific ceremonious costume style designed in Belarus combined common Byzantic canons, western-european elements and local traditions.

New-born baby in Belarusian traditional rites (late 19 -- early 20 centuries). pp. 92--96

Summary: The traditional Belarusion customs and rites marking child's birth are compared with analogs in Eastern Europe. The author examines main phases of the birth ceremony aimed at separation of new-born from the sphere of "alien" and adaptation to the sphere of "cultural". Analysis of the first phase of child's socialization -- on the level of the family -- is given. Art of the midwife as mediator between the world of people and the world of ancestors is emphasired.
Резюме: Исследуются традиционные белорусские обычаи и обряды, связанные с рождением ребенка. Проанализированы основные этапы ритуала, направленные на отделение новорожденного от сферы "чужого" и приобщение его к сфере "культурного". Дан анализ первого этапа социализации -- социализации на уровне семьи.

Summary: Literature of ancient Russia passed three stages correlated with phases of Slavonic ethnogenesis: Kiev-Novgorod reflecting global Slavonic division into eastern, southern and western wings (11 -- first quarter of 12 century), prosperity of eastern Slavs coinciding with differentiation (up to first half of 13 century), disintegration, new ethnocultural amalgamation and start of feudal neocentralization (literary conservation, second part of 13 c.-- first half of 14 с.).

Theoretical problems of Belarusian textology. pp. 101--103

Summary: In Belarusian philology investigations based on texts of national writers lag considerably behind the volume of respective publications. It is stated that vast experiennce in editing complete works of Belarusian classics provides plentiful opportunities for clarification of theoretical textological aspects and subsequent application of results.

Stylistic analysis of Belarusian translation of "Tristan and Isolda". pp. 104--107

Summary: "Tristan and Isolda", a romance, which dates back to the Middle Ages, is the literary monument common to the peoples of Europe. Its Belarusian version "Trishchan i Izhota" has been known since the 16-th century. This piece is noted for its secular character and a rather high artistic level. Our paper reflects certain aspects of literary translations in 16--17 centuries and the problem as a whole. It reveals some points of the translator's individual style: literary tradition and the author's achievements, his novelties. The tale's style is characterized as innovative for Belarusian literature and the translation as an impulse for further development of our literature.

Modernism and transformation of baroque principles in Belarusian literature in early 20 century. pp. 108--114

Summary: Some trends in Belarusian literary process of early 20 century were regarded in close correlation with artistic styles of modernism and baroque as evidence of fruitful tendency to yield synthetic genres and forms. Typological comparison of Belarusian and Latin American modernism was attempted in the functioning pattern of integral artistic systems.

Summary: Peculiarities in Russian translation of Ya.Bryl's miniatures are regarded at lexicosemantic, grammatical and stylistic levels.

Time dynamics of variant forms of genitive case nouns. pp. 120--124

Summary: The article considers the problem of fixing in grammar manuals variant inflexional endings of feminine nouns (of the I declension) and neuter gender nouns in genitive case of plural (for example oaoa? -- хат, месцаў -- месц). It is characteristic, that the first Tarashkevich's and Lyosik's grammars indicated equivalent use of these forms, in contrast to later editions issued in post-forties. They not only stated their parallel use but also pointed out the normative status for one of them. Fluctuations in preferential of either unflexional or materially explicit form are primarily conditioned by extralinguistic reasons.

Phraseological units in poetical style of Nil Gilevitch. pp. 125--133

Summary: Wealth of phraseological units and different ways of their use is one of characteristic features of Nil Gilevitch. In his works phraseological units are always used properly, naturally, easily, they enrich poetical language as fresh bright stylistic means. The poet widely uses synonymy and variants of phraseological fusions. This can be explained by the fact that the poet needs them in various modes of expression, he tries to avoid monotony, evade repetitions and he knows the national phraseological wealth. As complex linguistic units in which the actual (material) meaning is in contradiction with the etymological (inner form), phraseological units give scope for creative modifications, changing of the form and content, enhancing their function as linguistic means. A lot of phraseological units vary in author's variants and renovations, they are always purposefully used and original. This is evidence of Nil Gilevitch's linguistic and poetical work, his expressive, figurative, vivid, individual style, artistic taste and talent.
