Summary: The article defines and interprets relevant aspects of political and legal principles substantiating mass media activities. Theoretical foundation is laid by sociological and politological concepts distributed both in the West and in this country. The necessity of updating legal and political grounds underlying mass media practice is emphasized. Problem - solving experience in Yemen is exemplified by information sector.

Conclusion of a public contract. pp. 23--27

Summary: The article is devoted to scarcely studied, but very relevant problems -- parties of a public contract and different ways of concluding it. Based upon scientific literature, legislative acts (Belarusian and foreign) and judicial practice (in Belarus), the author postulates possibility of making a public contract not only in a standard form, but also taking into account certain conditions negotiated individually. The article emphasizes unfitting usage of the term "equal conditions of a public contract" (art. 396 Civil Code) and suggests to correct the wording.

Administration of Belarusian townships in 15--16 centuries. pp. 28--32

Summary: This article covers self-government of townships in Grand Duchy of Lithuania, fixed legally in charters granting Magdeburg right. These charters also fixed membership of local administration, their rights and responsibilities as well as election principle. Having analyzed contemprary acts legal, the author comes to the following conclusion: one of significant principles for self-rule -- election of governing bodies by towrsfolk and accountability of the former to the latter -- was violated in the studied period. However, the right to self-rule granted to Belarusian towns in Grand Duchy of Lithuania undeniably show recognition of their vital social status and national significance.

Legal regulation psychiatric practice in Belarus. pp. 33--37

Summary: The article is devoted to the analysis of working medical service and care legislation, especially those legal standards, which regulate psychiatric relief relations. The guaranties of human rights for psychiatric patients are considered. Special attention is paid to voluntary procedure, meluding corsent of the patient to get medical treament. Gponrds ahd order for forced hospitalization are provided. Rights of citizens in psychiatric clinic, inclading Commitment of medical pensonnel to keep professional secrets are emphasized. There are the proposals on further development and perfection of legislation regulating psychiatric practice.

Summary: Recent R& D cuts set grave financial problems for non-academic research institutions supported by extrabudgetary agencies. Branch innovation foundations are suggested as an additional sourse to raise subsidies. Foundations activities are analyzed to substantiate strategy of increasing R& D allocations.

Relations of value and cost in economis systems. pp. 42--46

Summary: The article is devoted to analysis of the relations of value and cost in the economic system. For along period the relations of value and cost were regarded as stem theoretical categories by economic science. These problems are quite relevant today because defining essence of the market economy and ways of transforming planned system in to market economy is related to correct economic interpretation of value and cost categories.

Summary: The article is devoted to educational policy in Vitebsk and Gomel provinces as structural constituents of Russian Federation (1919--1926). Major activities of Belarusian sections within provincial departaments of education to sponsor national cultural events and festivals are highlighted.

International aspects of demarcating the eastern frontier of Poland in late 1918--1919. pp. 54--61

Summary: The article covers the problems of demarcating the eastern border of Poland in the end of 1918--1919. The stands of the Entente states, Poland, the Soviet Russia and Russian "white" movement, Belrusian national movement are reflected. It is pointed out that demarcation of the eastern border of Poland was taking place in the conditions of fierce diplomatic struggle between the main participants of the conflict. It is specially mentioned that the border line determined by the Entente leaders in December, 1919, laid the basis for modem Belarusian--Polish border.

Functional classification of stone monuments in Belarus. pp. 62--70

Summary: Authors present in article the functional classification of sacred Stone Monuments (SM) in Belarus divided in to 3 directions, II sections, 50 groups, 142 types, incoroporating numerous kinds of monuments. Folklore-ethnographic date on SM have been provided, and their most typical features SM are distinguished. The fact of original chronological and procedural specifications in relations with SM are pointed out, some sacral functions of SM are characterised. Suggestions for practical application of the findings have been presented.

Summary: The ethnocultural devolopment of the Belarusians in the years 1920--1990 is on object of historiographical analysis. The fundamental stages in the evolution of scientific concepts on these problems are singled out and characterized, the achievements and major challenges are shown.

The problem of artistic style in architecture of Belarus traced since 1970. pp. 77--86

Summary: The paper provides viewpoint of art expert on the problem of artistic style as reflected in construction policy and architecture of houses, administrative, office buildings and recreational complexes in Belarus since 1970 to nowadays. Factors governing artistic stereotypes in local architecture have been analyzed. Stylistic trends in modern Belarusian architecture have been monitored.

Significanse of midsummer rites in European folklore tradition. pp. 87--95

Summary: In the article the author analyses the rites connected by the common idea of stimulating productivity of land in magic actions of midsummer day. Considering midsummer rites in the aspect of agrarian functions provides an opportunity to find out the actions directed at improving land fentility, fecundity of animals, the birth of children in childless families and general economic prosperity.

Summary: The article is devoted to the analysis of some aspects of antroponimatization of nature as a mythological-religious process. Homeland mirrored in categories of space and time in poetry of Ya. Kupala. pp. 106--111

Summary: This article describes the role of space and time categories in creation of the Motherland image in the Yanka Kypala classical lirycs. The analysis shows that these notions and the ways of their interaction are the important characteristics of the text and plot of literary pieces and in many respects determine peculiarities of the Yanka Kypala poetry.

Summary: The paper is focused on semantic and stylistic analysis of verbs -- synonyms in poetical language of Nil Gilevich. It was found that original manner of using synonyms by the poet is determined by his desire to arouse specific stylistic effect, evade repetitions and create novel artistic typifying means.

Summary: The most significant methods of formation of polysemantic puns in Belarusian drama are discussed. The factors activating comical effect are singled out and means of realizing lexical semantic variants of polysemantic units are described.

Summary: The analysis of Russian translation of Yanka Bryl short stories are was pertormed.
