The situation in the contemporary skorynology and actuel problems of the enlighener's heritage adoption. pp. 4--14

Summary: The customary contemporary comprehending of spiritual heritage of G. L. Skoryna (1476, Polotsk -- 1551, Padua) is far from being satisfactory due to abundance of misunderstanding, mistakes and omissions in chronology, interpretation, methodology. This doctor Franciscus, a UNESCO jubilant of 1990, deserves more accurate and proper treatment, esteem and valuation not because of his being only a translator of The Old and New Scriptures into his mother tongue in the late XV--XVI centuries and of an originator of printing process for Belarus' and East Slavs, but as an outstanding scientist, who had published principles of the heliocentric system long before N.Copernicus, and regarded Man and his position in the Universe from the point of new philosophy, and so much united Sciencia Latina seu Romana with Slavia Orthodoxa.

Consitutional regulation in the middle of the 1990th as a determinant of the political transformation of Belarus. pp. 15--19

Summary: Under investigation there is a role of the constitutional regulation in the middle of 1990th of the Republic of Belarus political transformation process. The author of the article has concluded that the cryptic political crisis aroused after the independence of Belarus declaration rooted not only in the heterogeneity of interests of the different political groups. The absence of the juridical exact differentiation of the authorities between the branches of power was one of the sources of this crisis, too.

Collective agreements (covenants) and local normative legal acts relation. pp. 20--25

Summary: The differentiation of local statutory legal acts and collective agreements (covenants) has been carried out by the order of working out, acceptance, by the contents, consummation and personnel's familiarization, by terms and incidence. The collective agreements and covenants ascription to normative agreements has been based according to their legal nature. The hierarchy of local statutory legal acts and collective agreements (covenants) has been build which should be fixed in the current legislation. The offer on the necessity to add to the clause 54 of the Labour codes of the Republic of Belarus has been formulated.

Author's rights and Internet: the right to spread works to the public knowledge. pp. 26--32

Summary: This research has been focused on the examination of those norms of the Law of the Republic of Belarus "On copyright and related rights" which directed to the regulation of relations arising during the use of copyrighted works in the Internet. In particular the author scrutinizes closely such notions as "the author's right on the communication to the public" as well as "rights management information)). By results of the research the author proposes improvements in the Belarusian legislation regarding copyright protection in the interactive digital media.

Mechanism of the external economic relations management on the subnational level in the Republic of Belarus. pp. 33--43

Summary: The mechanism of the external economic relations management has been developed on the sub-national level in conformity with conditions of Belarus. It includes organizational-economical and institutional-legislative components. The new specific functional sphere of the management has been based. It combines external economic activity and regional development and includes priorities and management functions which were not differentiated before such as prognostication, planning, organizing, stimulating, coordination, analysis, calculation and control which enlarged external economic authorities of the local government bodies. Also it includes appropriate complex of measures and methods of management to add to the system of traditional instruments but differing from them by the impacting on the external economic relations through the local economics. The usage of proposed methods has been shown concerning to the solution of the small and medium cities problems and to the increase of the export volumes along with the achievement of the positive balance of the external trade of Belarus.

Summary: The conditions forming the market of scientific and technical production have been investigated in the article. External and internal factors influencing on the commercialization of intellectual property objects have been considered. The methods of direct and indirect stimulation of innovative activity have been shown.

Estimation of the investment shares attractiveness. pp. 49--54

Summary: In the article a model and the methodology of the shares investment attractiveness assessment have been worked out. They can be used for creation of the shares rating and portfolio optimization on the base of the emitter's reporting, current price information and expert's qualitative evaluations. Several examples of practical using of the suggested model and methodology have been described.

The Slavs and their ancestry in the literary tradition and historical science. pp. 55--59

Summary: The article is devoted to the problems of the origin of Slav's ancestors on the basis of written sources. The article touches upon the role of the Veneti in the Slav's ethnogeny. The topicality of the theme is conditioned by the political and ethnic map of Europe which have developed after the Great resettlement of people and basically continues to exist up to now.

Summary: The article is dedicated to the analysis of class, confessional, national structure of students of vocational educational institutions of Belarus in the second part of XIX -- beginning of XX centuries. Major attention has been paid to the discovery of specific features in the structure of students of vocational educational institutions of different types as well as to the definition of the proportion of representatives of the different social layers and nationalities at educational institutions and to the role of the state policy in the formation of national, religious and social structure of students.

Summary: By use of new documents and other kinds of material we can make a new variant of analysis of the political, economical and psychological situation in Belarusian village during the last period of the Great Patriotic war (1944--1945) on the example of the Minsk region.

Polish public organizations on the territory of western Belarus in 1920--1930s. pp. 72--78

Summary: The author analyzes the state and activity of leading Polish political, religious, cultural and educational youth and other public organizations in western Belarusian lands in times when it was a part of the Polish state. The features of the Polish public organizations development have been emphasized in conditions of the western Belarusian reality. Their participation in the realization of the politic directed to the national assimilation of Belarusian population has been studied with use of archives and other sources.

Summary: The place of the monumental painting in the cultural environment of Belarus and the far abroad countries has been investigated in the article. The author offers the model of the monumental painting cultural environment of Belarus and the method of the social institute's attention to the different kinds of art comparative estimation. The dynamics of changes of the concerned groups attention to different kinds of art as well as the reason of the cultural environment transformations and the influence to the development of monumental painting of Belarus in 1960--1990 years have been revealed.

Summary: The article deals with the history of the penetration, development and evolution of the modern European jazz and offers a description of its main parameters and means of musical expression. The author analyzes forms of the cross-style convergence process in the West European, North American, Russian and Belarusian musical art of jazz on the example of works. On the basis of presented materials the distinctive features of the modern European jazz, ways of its further evolution and the peculiarities of the cross-style convergence phenomenon in the world musical culture have been revealed.

Man and nature in the Belarusian and American romanticism in the XIX century. pp. 105--114

Summary: The article is devoted to an actual problem of the man and nature interaction in the American and Belarusian romanticism of the XIX century. The analysis of these two national literatures development permits to see the essence of their national specificity and common features united these literatures in the dichotomy "man and nature" which are the aspiration to dialogue with the world of natural life and the comprehension of its harmony and beauty. Both American and Belarusian writers actively helped to society in the spiritual and aesthetic assimilation of the nature as well as the nature and surrounding landscape formed world outlook comprehensions of the American and Belarusian nations.

The temporal specification in the elliptic constructions. pp. 115--119

Summary: The article is devoted to the one of urgent problems that is the semantic organization of constructions with verb ellipsis. The semantic organization of constructions with verb ellipsis has been considered as the quantitative and qualitative composition of components of the semantic structure. The kinds of octants (A1, A2, A3) and their functional realization have been analyzed in details. The secondary predication in elliptic constructions are realized with help of the octant and circumstant complex. The grammatical specification cannot be expressed by predicative means by reason of the absence of the verb. The named meaning could be expressed with help of particles and syntactic parallelism only. Also the consideration has been given to the semantic specification of elliptic constructions came to be with help of multilevel units, i. e. intrasyntagmatic, syntactic, super syntactic.

Fedechkina M. S.
Psycholinguistic aspects of blend structures. pp. 120--125

Summary: The author investigates certain regularities of blend structures from a psycholinguistic point of view. Recent studies on lexical blends show that blend structures are far less arbitrary than previously assumed. In particular, it has been documented that the stress pattern and length of the resultant blend depend on the right-hand motivating word. However, the explanations of this phenomenon are scarce in the literature. Drawing on previous psychological and psycholinguistic studies in the field of lexical access along with the empirical analysis of a blend corpus, this study shows that the superiority of the right-hand base word in a blend can be accounted for by the processes that are at work in word recognition.
