Strategies of social development in the contemporary western philosophy of history. pp. 4--9.

Summary: The article is devoted to the analysis of the social development strategies in the second part of the 20th century. The characteristics of historical interpretation of theories of postindustrial society and representatives of postmodern philosophy are contemplated in the article. Comparative analysis of postindustrial and postmodern conceptions causes to consider these theories as rational and irrational tendencies in understanding of history.

Network organization of lobbying in the modern society. pp. 10--14.

Summary: None of the contemporary political systems could be imagined without such phenomenon of the political life as lobbying. It plays a role of the one of connecting channels between State and civil society. The author poses and solves a problem of show the main merits and demerits to use the systems and structural functionalism theory for investigations of lobbying on the basis of social actions conception proposed by Talcott Parsons and G. Almond, B. Powel, D. Easton and some other scientists views on the structure and functions of political systems.

Avoiding from the payment for dues and fees: history and contemporaneity of the criminal responsibility. pp. 15--25.

Summary: In the article the author sheds light on problems of the criminal legislation development in the field of dues and fees sum payment evasion durng the period from 1917 to nowadays. Also the author pays attention to some contemporary problems of the criminal responsibility for dues and fees sum payment evasion. The author suggests also making alteration in the article 243 of the Criminal Code with purposes to improve this kind of punishment.

eriodization and development perspectives for the historical and cultural heredity guarding legislation in the Republic of Belarus (1917-2009). pp. 26--31.

Summary: Actual historical and cultural heredity of Belarus guarding legislative problems have been considered in the article. Author has systematized this legislation and specificated stages of its development. Proposals on the horizontal and vertical harmonization named legislation have been made. The proposals direct to the historical and cultural heredity of Belarus guarding legislation improvement.

Economic potential of the export-import Belarus and Germany relations development and efficiency increase. pp. 32--40.

Summary: Germany is one of the basic trading partners of the Republic of Belarus. Trade and economic relations with this State continue to develop successfully. In the article trade and economic relations which are of interest for Belarus have been analyzed. Commodity turnover between the Federal Republic of Germany and the Republic of Belarus have been considered. Dynamics of the Belarus and Germany foreign commerce, dynamics of the German goods to Belarus import on the basic commodity groups and dynamics of Belarus goods export to Germany on the basic commodity groups have been considered, too.

Forming of energy resources transit tariffs. pp. 41--47.

Summary: Analysis of the different gas transmitting systems and gas transition tariff forming methodologies has been made in the article. Also the international legislation including norms which set relations in the field of gas transit has been analyzed. Made on the basis of literature sources formula to calculate gas transit tariff has been proposed.

Methods to estimate forecast enterprise needs in the qualified personal. pp. 48--51.

Summary: Methods enabling to calculate forecast enterprise needs in the qualified personal have been developed for the normal functioning of production. Also this method could help to estimate the necessary changes in the staff structure in case of the production development and implementation of innovations into the production.

Great Victory will be in the people's memory for ages. pp. 52--67.

Summary: The article is devoted to the 65th anniversary of the Soviet people's victory in the Great Patriotic War. It has been underlined that the memory of great heroic people's feats is the most important ideological essence for our State. In the Republic of Belarus the big work has been conducted to immortalize the memory of Motherland defenders and victims of the War. War history years have been an important factor to the civil and confessional unity as well as they have been served for the national and State interests of the Republic of Belarus on the international arena.

Republic of Belarus and European intergovernmental organizations. pp. 68--77.

Summary: Researches have been dedicated to the determination of main directions in the Republic of Belarus cooperation with intergovernmental Central European organizations. Central European Initiative, The Council of the Baltic Sea States and Organization of the Black Sea Economic Cooperation have been considered in the article.

Formation of the kolkhoz peasantry social protection in the BSSR (1966-1975). pp. 78--84.

Summary: The article is devoted to the problem of the social protection system improvement for the collective-farmers in 1966-1975. In that period main achievements in the economic development, including its agricultural sector, have made the necessary possibilities for modernization and installation social protection systems for the collective-farmers. This questions are important to study the social and living conditions of Belarusian kolkhoz peasantry.

Tendency of the Belarusian engraving national cultural renaissance in 1980-1990 years. pp. 85--92.

Summary: The article is devoted to the analysis of the national cultural renaissance tendency which influenced the development of the Belarusian engraving art during 1980-1990 years.

Subotnyaya A. G.
East and West traditions in the musical art (theoretical aspect). pp. 93--97.

Summary: Main features of the Eastern musical tradition have been shown in the work. They have been considered in comparison to the West musical tradition. The specificity and originality of each tradition have been discovered in such aspects as contents, functions and axiology. General definition of the term «tradition» included the musical and artistic phenomenon has been done in the article. The article illustrates how the mutual enrichment and interosculation of two traditions have been occurred by the way of convergent processes in the music during the second part of the twenty century. Due to these processes the new usical reality, composer's techniques, forms, genres and creative idea interpretation methods have been arisen.



Tkachova P. P.
Becoming of the innovative author's genres on the basis of self-organization processes in the literature. pp. 98--106.

Summary: Self-organization has been occured the bridge allowed to connect together different by their laws and development systems of the alive and non-alive nature. However having made a step from the non-alive nature to human scientists have considered only biological systems. So the integration of all processes has been not completed till nowadays. The gap is one of the basic processes of human creativity which is the art created by the person. By our opinion the self-organization has been present at this level too. In connection with above-mentioned ideas the main attention has been given in the article to the analysis of self-organization processes in the literature and the role of innovative genres in these processes.



Kuheika T. P.
Word formation homonymy and polysemy in Belarusian language. pp. 107--113.

Summary: The article has been discussed the word formation homonymy and polysemy. It has been analysed the already existing academic research methods and approaches to the terminology, entity, corpus and scope of investigated phenomenon. Under word formation homonymy we subsume the homonymy of word formation formants, the homonymy of base-morpheme and formant, the homonymy of word form as well as the overlap in the process of word formation of various base morphemes. The word formation polysemy has been determined simply by the formants polysemy. The correlation between the word formation homonymy and the lexical one has been occured only in derivative polysemantic words. When differentiating between word formation homonymy and polysemy it is recommended to use complex approach with the leading semantic criteria.
