Guaranteeing of human rights and liberties in Republic of Belarus. pp. 10--14

Summary: In the article were covered the issues of the securing of the rights, liberties and obligations of every man and citizen of the Republic of Belarus. A great attention is paid to the necessity of forming of such law enforcing practice in the field of the rights which would answer to the sense of the Constitution. It is important to determine the frames of invasion of the state to the sphere of the main rights and freedoms. It is proposed to make explanation of the part two of Article. 21 of the Constitution, the scientific definition of the term "the rule of law", about the wider implementation of the rule of "retroactive effect of the law", by spreading it on the other enforceable enactment's. It is stressed thst the constitutional norms on rights and freedoms must have the direct character of action, it is proposed to start preparations of the scientific and practical commentary to the International Covenant on Civil and Political Rights. It is stated that the Constitutional Court is widely using international law acts in its activities.

Summary: The article justifies the central role of the copyright in system of legal regulation of the cultural rights of the person. The article also considers being available problems in the Republic of Belarus, connected to realization of the copyrights and justifies necessity of their decision.

Axiological characteristic of social norm. pp. 22--24

Summary: Thesis about axiological nature of the social norm on the base of philosophical characteristic of down right and due is investigated. The norm is considered as value in subjective and objective aspects.

The principles of social partnership. pp. 25--27

Summary: The basic principles of social partnership worked out by International Labour Organization are considered. A special attention is paid to the problems of observance and realization of above mentioned principles in Belarus.

Perfection of legislation of reserve protection of nature in Republic of Belarus. pp. 28--34

Summary: The article considers one of the most important question of environmental law--the development and improvement of legislation on specially protected national territories and objects of Belarus. The author analyses the modem state of legislation as well as various points of view on the concept of "reserve protection" and its forms.

Summary: It is paid attention on pedagogics as applied philosophy. It means that pedagogical activity is the background of prouss of aducation of man. Management of this process belongs to philosophy. Interaction of pedagogics, phylosophy, etics, estetics, logics, psychology the author lases in dialog with P. Natorp. The shows that pedagogical activity is concrete realisation of the methods of philosophy, etics, logics.

Skoryna's will about his names: documental evidences and problem of translation. pp. 39--44

Summary: There exist the only three written sources of information (two of them are in Latin, one is in the Old Belarus' Language in Cyrillic letters) where Skoryna's will concerning his two names (baptistian Georgy and the second Francisk) was manifested. They are viwed under the circumstances of assuming these names and also in the light of the to-day tendencies to ignore Skoryna's will by so called his official legacy keepers. The special attention is paid to understanding and translation of the Latin words and the terms from the minutes of Skoryna's examination in Padua, 1512, such as artitus, pauper and especially nominito (are) which have been interpreted so long wrongly and what in reality were acts of intellectual forgery.

Islam religion as the basis of state management of the Yemen Republic. pp. 45--49

Summary: The main thought of the article is in the wrong understanding of Islam as religions teaching of morale. In reality the islamic religion consists of a number of norms, the core of which is the mechanism of State governing, it remains unchangeable for all times and peoples. Investigation of Islam as the source of State power in Yemen had been undergoing painfully with its pluses and minuses. Despite of all complications of the given process, Islam necessarily is the basis of further development of Yemen society.

The role of Educational transfers in educational process. pp. 50--52

Summary: The article deals character of educational transfers on a Belarusian television, their perception by the schoolboys and their parents. Is underlined on necessity of transformations for the qualitative and quantitative attitude of an educational cycles. Only in interaction "school--family--the television" is achieved effective effect on educational process.

International economical regions as object of sistem analysis of external connections of Republic Belarus. pp. 53--59

Summary: The paper presents the analysis of regional aspects of international economic relations. Object of searching is a defined-international economical regions. Criterion of definition of these regions is formulated. Structural-functional analysis of searching object is made. Theoretical and practical meaning of suggested approach aris shown for study of process of regionalization at International Economical Relations (IER).

Summary: The article the purpose and problems of the investment strategy at a transitional stage as one from the factors of state regulation by economy is considered. The non-traditional sources of an investment are analysed, the necessity and methods of their use is given reason.

Aggrevation of ecological situation in Belarus in 60th--80th. pp. 67--73

Summary: It is analysed the crisis ecological situation in industrial centres and in agriculture of Belarus. It is investigated basic social-economic problems conuected with the scientific-technical progress at these years. Author claime that the main attension may be paid to the influence of surroundings on health of population, especially children. It is shown, that the economical and ecological crises in Belarus given rised to the different causes. It is shown methods and means of normalisation of surroudings, sistem of monitoring its pollution.

The politics of the Belarusian national-democratic organisations on finish of soviet-polish war. pp. 74--77

Summary: The article is devoted to the activity of Belarusian national democratic organizations at the first half of the 1920th. In this period the political blocks had formed as the result of the Soviet-Poland war which brought up differrent methods to achieve general purpuse of the building of the national state. The evolution of their programms and political activity is analysed in detail.

Ivening worhing schools in the additional aducation BSSR in 20th. pp. 78--84

Summary: The article regards the questions about the formation of the system of the education in the Byelorussian Soviet Socialist Republic in the twentieth of the twentieth century. There were no many educational schools in the post period, there were a lot of uneducational people, that's why the evening schools for the grown-ups and for the working young people were opened. These schools helped the people to receive not only the secondary education but the trade.

Summary: The article deals with the history of creating the Pinsk River Flotilla and its military activities on territory of Belarus and Ukraine in summer and autumn of 1941.

Summary: The article deals with question of activity and coutribution of ethographers of XIX -- early XX centuries in study of festive culture of Belarusian ethnos.

The Sun and the Moon in Belarusian exorcisms: world outlook basis. pp. 102--107

Summary: Mythological images of the Sun and the Moon are analysed on the materials of Belarusian exorcisms. Through these images the outlook of ancestors is interpreted.

LITERARY STUDIES

Wostrykava A. U.
Philosopy in Milan Kyndera's novels. pp. 108--112

Summary: The philosophy of Mylan Kundera's novels as a part of artistic and semantical text architectonics reveals itself through the main heroes images and the form of special novelistic esse. The main philosophical system influenced on Kundera is Edmund Gusserl's phenomenology. Influence of the phenomenology on Kundera explains also the intersubjectivity in his novels. Parmenyd's doctrine about antinomies has a great importance for Kundera. Novelist is interested in contradiction "heaviness-lightness" as the most mysterious. So the theme "heaviness-lightness'' is in all his books. It is possible to say about Kundera's philosophical eclectism and his aspiration to the combination of philosophy and novel.

Existential motion in M. Zaretski's novel "Holy Zver". pp. 113--119

Summary: M. Zaretsky's work "Naked Beast" is considered as an existential story, that is the story-expression and it is closely correlated with artistic and scientific ideas of Andreev and Frankle. There is also a relation with the theory of human agressiveness and distruction in it "Naked Beast" is literally paralleled to M. Zaretsky's stories "Animals", "Strange", "The two Zhvirovskys", "Joy", "Oh, geese were flying..." M. Zaretsky's way of realization of the existential and expressive plot in the expressive form is also characterized.

LINGUISTICS

Palyashchuk N. V.
The Peculiarities of noun case formes in "Trybunal" (1586 year). pp. 120--125

Summary: This article is devoted to the study of word-changing of nouns, which are presented in the Tribunal (1586). The analysis of paradigm noun' tectifies to the tendency to showing of phenomena, which are taken place in living folk speech simplification of old system noun's declination and forming new system of word-changing.

Coplex sentences with attributive componets in Scorina's translation editions. pp. 126--130

Summary: There is a comparative analysis of the complex sentences with attributive subordination of the F. Scorina's translated editions (1517 -- 1519), Czechian (1506), Ostrog (1581) and Moscow (1778) Bibles in this article. The facts testify to the Czechian and church Slavonic influences to syntax of F. Scorina's Bible. Apart from this the Czechian origin was the basic pattern for F. Scorina in regard with the complex sentence structural components placing in total complex sentences compozition. The church Slavonic Bible texts give arguments to the formal-grammatical level of the analysing construction. It is obvious that Belarusian first-publisher used conjunctions from the church Slavonic linguistic tradition.

The Belarusian-Russian correspondences in structure of wordbuitding of adjectives wich denote colowr. pp. 131--135

Summary: The article deals with structural-semantic peculiarities of interlanguage correspondences of substantive components of the formative families of Russian and Belarusian adjectives wich denote colour. The main principle of bilateral analysis is considered: the principle of singling out three spheres of interlanguage correlations (correlation of sameness, partial and full difference).
