On May 18, 2020, the NAS of Belarus and the Academy of Sciences of Guangdong Province (PRC) signed a framework agreement on creation of Limited Liability Company China-Belarusian Innovation Centre of Industrial Technologies. The document was signed by Vladimir Gusakov, the Chairman of Presidium of NAS of Belarus, and Liao Bin, the President of the Academy of Sciences Guangdong, at an online ceremony.
According to the document, in order to deepen close and friendly scientifical and technical cooperation under the initiative “One Belt, One Route”, the parties agreed that their subordinate organizations will create a joint enterprise – Limited Liability Company China-Belarusian Innovation Centre of Industrial Technologies. The centre is planned to be located in a newly built building of the Innovation Centre in China-Belarus Industrial Park the “Great Stone”. The centre will collect and review scientific research cooperation projects, carry out in-depth studies and developments in science and engineering, as well as transfer the scientific and technical achievements according to the procedure established by the legislation of the Republic of Belarus. As part of the centre activities, Belarusian and Chinese scientists are planning to carry out collaborative scientific research, design and development, to serve as an incubator for scientific and technical projects, and to provide commercial-based advise. The parties are sure that creation of the centre will help them to establish systematic scientific and technical cooperation and exchange of scientific and technical achievements for their further modification and transfer.
The researchers of the NAS of Belarus and Guangdong Province have longstanding scientific ties. About 40 agreements and protocols (memoranda) on cooperation with organizations and state structures of Guangdong Province have been signed, and two joint centres have been established. Thus, Belarus-China Practical Centre for Computational Semantics, Artificial Intellectual Systems and Smart Technologes Wu Sin was created in 2019 under the State Scientific Institution Center for System Analysis and Strategic Research of the NAS of Belarus and Guangzhou Educational and Scientific-Technical Company Wu Sin. Also, the Memorandum on scientific and research cooperation for creation of Guangzhou innovation centre of the NAS of Belarus was signed in 2019 between the People's Government of Haizhu District, Guangzhou, the NAS of Belarus and Guangdong Union on International Scientific and Technical Cooperation with the CIS countries.
