Third session of the CIS Interstate Council on Space

Third session of the CIS Interstate Council on Space took place at the National Academy of Sciences of Belarus via videoconference.

Representatives of the Republic of Armenia (as observer), Republic of Kazakhstan, Russian Federation, Republic of Tajikistan, Republic of Uzbekistan and the CIS Executive Committee participated in the meeting. The delegation from Belarus included representatives of the National Academy of Sciences of Belarus, the State Military Industrial Committee, the State Property Committee, the Ministry of Emergency Situations and the Ministry of Justice.

Member of the Council, Chairman of the Presidium of NAS of Belarus Vladimir Gusakov said, - «Cooperation in the field of the peaceful space exploration has been and remains one of the priority directions of the interstate cooperation within the CIS framework. Joint activities in this field are one of the most important conditions for the development of the scientific, technical and innovation potentials of the CIS member states and are called to stimulate our cooperation». Vladimir Gusakov noted that cooperation in the space sphere within the CIS is developing steadily, and the complicated geopolitical situation in the modern world, new challenges and threats to security require special consolidation and maximal use of the integration potential of the CIS member states.

Dmitry Rogozin, General Director of Roskosmos State Corporation on Space Activities and Special Presidential Envoy for the International Cooperation in Space, was elected Chairman of the CIS Interstate Council on Space.

At the third meeting of the Interstate Council on Space the work plan of the Council for 2022–2023 was approved. The Council discussed the issues of the integration of the ground infrastructures of the CIS member states, the using signals of GLONASS, the creating a multi-purpose aerospace system of forecast monitoring of natural and man-made emergencies, the regulatory and technical support of the jointly implemented projects of the CIS member states, the development of the CIS member states agreed positions on the agenda issues of the United Nations Office for Outer Space Affairs. The participants discussed issues related to the inclusion of CIS member-states space agencies in the International Charter on Space and Major Disasters, the creation of a system for medium-resolution Earth remote sensing, and a draft concept for the CIS interstate innovation cooperation programme until 2030.

The meeting discussed implementation of the decisions of the second meeting of the Interstate Space Council, cooperation of CIS member-states in training and retraining for the space industry, legal regulation of the remote sensing from the space in the Russian Federation, as well as the prospects for the cooperation of CIS member-states with the Eurasian Space Education Center. Information about the «Sphere» project and opportunities for its use in the socio-economic development of the CIS member states, as well as the implementation of the «Digital Earth» project by Roscosmos State Corporation within the framework of the Russian national program «Digital Economy of the Russian Federation» was presented.

Relevant decisions were taken on all issues on the agenda.
The next meeting of the Council is scheduled for the first half of 2023 in the Republic of Tajikistan.
