Valery Guryevich Tikhinya (b. 01.10.1940, Kopatkevichi, Petrikov District, Gomel Region), legal scholar. Corresponding Member of the National Academy of Sciences of Belarus (1994), Doctor of Juridical Sciences (1985), Professor (1987). Honored Lawyer of the BSSR (1990).

— Graduated from Belarusian State University (1963).
— In 1963-1965 - Researcher of the Minsk Research Institute of Forensic Expertise, in 1965-1966 - Head of the Laboratory of the Belarusian State University.
— In 1966-1974 - at the prosecutor's office.
— In 1974-1989 - Senior Lecturer, Associate Professor, Dean of the Faculty of Law, 1st Vice Rector of the Belarusian State University.
— In 1989-1990 - Minister of Justice of the BSSR. In 1990-1991 - Secretary of the CPB Central Committee.
— In 1991-1993 - Head of the Department of the Academy of Management at the Council of Ministers of the Republic of Belarus, in 1993-1994 - Deputy Chairman of the Higher Attestation Commission at the Council of Ministers of the Republic of Belarus.
— Since 1994 - Deputy Chairman; in 1995 - Chairman of the Constitutional Court of the Republic of Belarus.
— Since 1999 - Head of the Department of the Belarusian State Economic University, since 2002 - Head of the Department of the Minsk Institute of Management.
— In 1991-1995 - Deputy of the Supreme Council of the Republic of Belarus.

Scientific works are devoted to the improvement of national legislation. He took part in the preparation of bills (draft Civil Code, draft Labor Code, etc.). The main scientific direction is the problems of forming a democratic state of law in the Republic of Belarus, international private law, civil procedure.

Author of about 400 scientific papers, incl. 29 monographs and 15 textbooks.

Awarded with the Order of the Red Banner of Labor (1986), 3 medals.
